Carrier Provisioning Service is Motorola's client for OMA Device Management, the standard carriers use to push network settings, enable or disable carrier features and handle first-time configuration. It matters mainly on carrier-sold phones in the US. It runs when the carrier sends a configuration request.
Carrier configuration updates stop. On unlocked phones this is usually unnoticeable; on carrier phones, features such as Wi-Fi calling or new network settings may fail to switch on.
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.motorola.omadm.serviceTurn it back on
adb shell pm enable com.motorola.omadm.serviceThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.motorola.omadm.serviceRestore after an uninstall
adb shell cmd package install-existing com.motorola.omadm.serviceNew to ADB? Set it up in about ten minutes.
