What it does
AT&T Personal Cloud, which Settings shows as AT&T Cloud, backs up photos, videos, documents and contacts to storage AT&T sells, and on Android it can also back up text messages and call history. AT&T preloads it on its phones and lists it on Google Play; the service is billed after a free trial. It uploads in the background while backup is on.

Backups to AT&T Personal Cloud stop. Files already stored stay in your account.
How to disable it
Settings offers Disable for this package on most phones. Open Settings > Apps > AT&T Cloud > Disable or Uninstall; the exact wording follows the phone's maker.
Disable it (reversible)
adb shell pm disable-user --user 0 com.att.personalcloudTurn it back on
adb shell pm enable com.att.personalcloudThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user

Data and battery
