The confirmation screen Android shows before a full backup or restore made over ADB. It is safe to disable: you lose nothing most people will miss.
What it does
This package draws the screen that asks you to approve, and optionally password protect, a full backup or restore started from a computer with ADB. It has no app label, so Settings shows the package name, and it runs only when such a backup or restore starts.

If you disable it
ADB full backups and restores cannot be confirmed, so they fail. Cloud backups started from Settings are separate.
How to disable it
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.android.backupconfirmTurn it back on
adb shell pm enable com.android.backupconfirmThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.android.backupconfirmRestore after an uninstall
