Call Log Backup/Restore is Android's backup agent for the call log. When device backup is on it adds your call history to the backup, and when you restore a backup on a new or reset phone it writes the calls back into Contacts Storage. It runs during backup and restore.
Your call history is left out of backups, so it will not come back after a reset or on a new phone.
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
