Android (AOSP) package
The system prompt that asks you to approve a VPN app and shows its connection details. You can disable it, with a caveat: read what stops working first.
VpnDialogs shows the confirmation Android requires before any VPN app can set up a connection, and the screen with details of an active VPN. Every VPN app, including work and privacy VPNs, relies on this prompt for its first connection. It runs only when a VPN asks for permission or you open the VPN details.
VPN apps cannot get permission to connect, so new VPNs fail; phones that never use a VPN see no change.
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.android.vpndialogsTurn it back on
adb shell pm enable com.android.vpndialogsThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.android.vpndialogsRestore after an uninstall
adb shell cmd package install-existing com.android.vpndialogsNew to ADB? Set it up in about ten minutes.
Nothing beyond the VPN approvals you grant.
