AT&T package
AT&T's former spam call app; AT&T now offers its call blocking through the ActiveArmor app. It is safe to disable: you lose nothing most people will miss.
AT&T Call Protect screened incoming calls, labeled suspected spam and blocked known fraud numbers. AT&T now delivers these features through its ActiveArmor app (com.att.mobilesecurity), and Call Protect's Play listing is gone. Older AT&T phones may still carry the Call Protect package.

The app goes away. AT&T's network call protection is a setting on your line, and AT&T advises keeping that turned on even without the app.
Settings offers Disable for this package on most phones. Open Settings > Apps > Call Protect > Disable or Uninstall; the exact wording follows the phone's maker.
Disable it (reversible)
adb shell pm disable-user --user 0 com.att.callprotectTurn it back on
adb shell pm enable com.att.callprotectThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.

adb shell pm uninstall -k --user 0 com.att.callprotectRestore after an uninstall
adb shell cmd package install-existing com.att.callprotectNew to ADB? Set it up in about ten minutes.
