AT&T package
An older AT&T app that found and joined Wi-Fi hotspots automatically to save mobile data. It is safe to disable: you lose nothing most people will miss.
AT&T Smart Wi-Fi was preloaded on AT&T Android phones to manage Wi-Fi connections. It looked for known and partner hotspots, joined them on its own and tracked how much data went over Wi-Fi instead of the mobile network. AT&T has withdrawn it from Google Play, and Android now handles switching between Wi-Fi and mobile data itself.
The app stops joining hotspots for you. Android's own Wi-Fi settings keep working as normal.
Settings offers Disable for this package on most phones. Open Settings > Apps > AT&T Smart Wi-Fi > Disable or Uninstall; the exact wording follows the phone's maker.
Disable it (reversible)
adb shell pm disable-user --user 0 com.att.android.attsmartwifiTurn it back on
adb shell pm enable com.att.android.attsmartwifiThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
