What it does
Smart Call is the service behind Caller ID and spam protection in the Samsung Phone app. It looks up unknown numbers to show a business name or a spam warning, can block all spam or only high-risk scam calls, and lets you report a number. Samsung notes it is not available on every carrier or model. It runs whenever a call comes in.

If you disable it
Unknown callers are no longer identified and spam call blocking stops. Your own blocked numbers list still works.
How to disable it
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.samsung.android.smartcallproviderTurn it back on
adb shell pm enable com.samsung.android.smartcallproviderThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.samsung.android.smartcallproviderRestore after an uninstall
