OnePlus Clone Phone, formerly OnePlus Switch, which moves data to a new OnePlus phone and makes local backups. You can disable it, with a caveat: read what stops working first.
What it does
Clone Phone, renamed from OnePlus Switch, transfers contacts, messages, call logs, photos, audio, video, notes, apps and documents from an old phone to a OnePlus phone, from Android without a network connection or from an iPhone through iCloud. OnePlus documents that it also provides local backup and recovery. It runs only while a transfer or backup is in progress.

If you disable it
Phone-to-phone transfer and the local backup and restore option stop working. Google backup keeps working.
How to disable it
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.oneplus.backuprestoreTurn it back on
adb shell pm enable com.oneplus.backuprestoreThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.oneplus.backuprestoreRestore after an uninstall

Data and battery
Copies the data you select directly between phones; iPhone transfers sign in to iCloud to fetch data.
