What it does
Theme is the HeyTap personalization app on OPPO phones, offering wallpapers, live wallpapers, always-on display designs, icon styles and layouts, with more options under Settings > Personalizations. Community analyses note that it requests a long list of permissions. It runs when you browse it and checks for updates to items you installed.

If you disable it
The Theme app goes away, and items applied from it may revert to defaults. Basic personalization stays in Settings.
How to disable it
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.heytap.themestoreTurn it back on
adb shell pm enable com.heytap.themestoreThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.heytap.themestoreRestore after an uninstall
