Android (AOSP) package
Android's download service that fetches files in the background for browsers, app stores and other apps. Keep it: Download Manager is needed for the phone, its updates or its security.
Download Manager is the Android service that apps hand long downloads to, so the file keeps coming even after the app closes. It handles retries, network rules such as Wi-Fi only, the download progress notification and saving files to the Downloads folder. Browsers, email apps and some app stores rely on it.
Downloads from browsers and other apps that use the system download service fail, and some app installs and updates can stall. Community lists rate removal as unsafe.
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.android.providers.downloadsTurn it back on
adb shell pm enable com.android.providers.downloadsThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.android.providers.downloadsRestore after an uninstall
adb shell cmd package install-existing com.android.providers.downloadsNew to ADB? Set it up in about ten minutes.
Keeps a record of downloaded files and the addresses they came from on the device.
