Download Manager
Android's download service that fetches files in the background for browsers, app stores and other apps.
Android (AOSP) package
The Downloads screen that lists files the system download service has fetched. You can disable it, with a caveat: read what stops working first.
Downloads is the small app that shows files fetched through Android's download service and opens when you tap a finished download notification. On recent Android versions it passes you to the Files picker's Downloads view, so it mostly acts as a shortcut there. It runs only when opened.
The Downloads shortcut and some download notification taps stop opening; downloads still finish and stay in the Downloads folder.
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.android.providers.downloads.uiTurn it back on
adb shell pm enable com.android.providers.downloads.uiThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.android.providers.downloads.uiRestore after an uninstall
adb shell cmd package install-existing com.android.providers.downloads.uiNew to ADB? Set it up in about ten minutes.
Nothing beyond the download list that Download Manager keeps.
com.android.providers.downloads.ui is Downloads. The Downloads screen that lists files the system download service has fetched.
