Android's call manager that routes every phone, Wi-Fi and app call to the right dialer and audio device. Do not remove it: disabling or uninstalling it can leave the phone unusable.

What it does

Phone Calls, also known as Telecom, is the Android service that manages calls. It sits between the cellular service, internet calling apps and the dialer app, decides which app shows the in-call screen, routes audio to the earpiece, speaker, headset or car, and handles call waiting, blocking and emergency call rules. It runs in the background whenever a call starts.

Also shown as Call Management, Telecom.

If you disable it

Incoming and outgoing calls fail, including calls through apps that use Android's calling system and emergency calls. Never disable it.

How to disable it

On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.

Turn it back on

adb shell pm enable com.android.server.telecom

Restore it after a per-user uninstall

adb shell cmd package install-existing com.android.server.telecom

Data and battery

Handles call details such as numbers and call state, which it passes to your dialer and call log.
