Phone
Google's phone app that places and answers calls, with caller ID, spam protection and Call Screen.
Android (AOSP) package
The shared list of blocked phone numbers used by the dialer, messaging apps and call screening. You can disable it, with a caveat: read what stops working first.
Blocked Numbers Storage is the Android database for numbers you have blocked. When you block a caller in the Phone or Messages app, the number is saved here so every app that respects Android's block list rejects it, and only the default dialer, the default messaging app and carrier apps may change the list. It runs when calls and texts arrive.
Blocked callers and texters get through again, and the blocked numbers screens in your dialer may crash.
On most phones Settings greys out Disable for this package, so ADB is the way to turn it off. The commands below work without root and can be undone.
Disable it (reversible)
adb shell pm disable-user --user 0 com.android.providers.blockednumberTurn it back on
adb shell pm enable com.android.providers.blockednumberThe stronger option removes it for your user only; the original copy stays on the phone and a factory reset brings it back. Prefer disabling: it is easier to undo.
Uninstall for the main user
adb shell pm uninstall -k --user 0 com.android.providers.blockednumberRestore after an uninstall
adb shell cmd package install-existing com.android.providers.blockednumberNew to ADB? Set it up in about ten minutes.
